Hazardous Waste Operations and Emergency Response (HAZWOPER) training, governed by OSHA standard 29 CFR 1910.120, equips workers and supervisors to safely handle cleanup at uncontrolled hazardous waste sites, corrective actions under RCRA, voluntary cleanups, and certain emergency responses. The 40-hour HAZWOPER course is the cornerstone requirement for general site workers (laborers, equipment operators, and others with potential exposure above permissible exposure limits). It includes a minimum of 40 hours of off-site instruction plus three days of supervised field experience.


This training ensures crews can recognize hazards, select controls, and work safely. Supervisors require the same foundational training plus additional specialized instruction. Employers must also integrate related OSHA standards such as Hazard Communication (HAZCOM, 29 CFR 1910.1200), Confined Space Entry (29 CFR 1910.146), and others like respiratory protection and PPE programs.


What the Crew (HAZWOPER 40-Hour General Site Workers) Must Be Taught


The 40-hour curriculum must thoroughly address the elements in 29 CFR 1910.120(e)(2) and prepare workers for real-world site conditions.

  • Site characterization and analysis, including establishing control zones and developing site-specific Health and Safety Plans (HASPs).

  • Hazard recognition, toxicology, chemical properties, and HAZCOM requirements (Safety Data Sheets, GHS labeling).

  • Monitoring and instrumentation for oxygen, flammables (LEL), toxics, and VOCs.

  • Selection, use, limitations, and decontamination of PPE (Levels A–D).

  • Drum and container handling, decontamination procedures, and emergency response.

  • Confined space awareness, heat/cold stress, medical surveillance, and regulatory responsibilities.


Hands-on practice with PPE, monitoring, and drum handling is essential, followed by the required three-day field experience. Annual 8-hour refreshers are mandatory to maintain competency.


What Supervisors Must Be Taught (Beyond the 40-Hour Foundation)


On-site supervisors must complete the full 40-hour training plus at least eight additional hours of specialized supervisory training. This covers employer safety programs, PPE program enforcement, spill containment, monitoring interpretation, incident command, and HASP oversight.At a minimum, supervisors should also hold current First Aid/CPR/AED certification and Bloodborne Pathogens (BBP) training (29 CFR 1910.1030) to effectively manage medical emergencies or potential infectious materials on site.
